President Obama has mandated that the federal government shall enter into a minimum of $2 billion in performance-based contracts in federal building efficiency – by December 31, 2013. In order to meet this deadline, set by a Presidential Memorandum in December 2011, agencies have been asked to evaluate their facilities, identify potential savings, and appropriately leverage both private and public sector funding to invest in comprehensive projects.

This webinar will train agencies and small businesses on how to establish partnerships with their local utilities to help meet this challenge. The webinar is an overview for:

  • stakeholders interested in subcontracting with the 16 Super Energy Savings Company (ESCOs), and
  • stakeholders seeking the necessary steps to take to become DOE-ESCO Qualified and get on GSA Schedule 84, SIN 246-53.

Small town economic development idea: The Tour of Empty Buildings

By Becky McCray-Small Biz Survival

Best small town economic development idea I’ve seen in months, hands down.

My friend Deb Brown is the new director of the Webster City, Iowa, Chamber of Commerce. Deb looked at the empty store fronts downtown and other available buildings around town as opportunities. So she and her new team in Webster City decided to hold a Tour of Empty Buildings.

  • She started by gathering intelligence on the open buildings from the county.
  • From that she was able to contact building owners.
  • She arranged to have a construction professional and the city manager walk through the buildings with her.
  • She worked with local realtors to work with owners as point people on the tour, fielding questions about what businesses could be a good fit, square footage, cost, condition and so on.
  • She asked her Chamber Champions (the chamber volunteers, mostly retired folks) to attend and share more community history and background about the buildings.
  • She got two business teachers to share the tour in their classes.
  • She got the city, county and chamber all on board.

She ended up with 11 locations on the tour that were for sale or for rent. All the locations are listed in Why Bring Attention to Empty Buildings?

Senator Carlucci to Host First Ever Small Business Advisory Committee Meeting

Article sponsored by Hudson Valley Business Directory

NYACK, NY - Senator David Carlucci (D-Rockland/Westchester) today announced the formation of his Small Business Advisory Committee that will be tasked with developing ideas and solutions to foster a more welcoming business climate throughout the Hudson Valley. The first of such meetings will be held this Thursday, May 9th from 10:00am - noon at The Hudson House Restaurant, located at 134 Main Street, Nyack.

"Small business in New York is big business, and I can think of no better way of promoting economic development and job creation than by hearing from the folks in our own communities," said Senator Carlucci.  "For far too long, small businesses in New York State have been hampered by stringent and burdensome regulations, high taxes and fees, and an onerous permitting and licensing process.  This committee is just the latest tool at our disposal that can help state leaders develop new ideas on how we can create a better business climate, as well as attract entrepreneurs and other businesses from setting up shop here in the Empire State."

The committee will be made up of key stakeholders representing various sectors of the small business economy, including healthcare, construction, food and beverage industry, and more.  Small business owners, and those who would like to participate in the panel discussions, will hail from both Rockland and Westchester Counties with meetings scheduled on a rotating basis.

Anyone interested in joining Senator Carlucci's Small Business Advisory Committee should contact (845) 623-3627 or email  This e-mail address is being protected from spambots. You need JavaScript enabled to view it .
